PRECONDITIONS AND STRUCTURAL-FUNCTIONAL PECULIARITIES OF THE DEVELOPMENT OF THE MODERN UNIVERSITY PROFESSIONAL EDUCATION SYSTEM IN FLANDERS

Abstract

The article provides structural characteristics of higher education system at the university level in Flanders. Strong emphasis is made upon its functional peculiarities. The other essential point identified by the author is the ways of obtain- ing qualification degrees in universities of the Flemish community of Belgium. The article mentions such innovations as bridging programs, non-university level of higher education, and, directly related to these, dual system of higher educa- tion in Flanders. The latter suggests that there are professionally oriented and academically oriented programs in the frames of the higher education system. In accordance with this, students are allowed to gain Professional Bachelor and Subsequent Bachelor degrees provided by the higher educational institutions of non-university level, namely, university colleges, and also, the degrees of Academic Bachelor, Master and Subsequent Master available only at universities. The author states that the potential of the system is obvious thankfully to close attention being paid to the higher edu- cation sector from the side of the Belgian government. The priority for the development of the sector is investing into sci- entific research and teacher training with the hope of getting more qualified personnel to teach new generations. Separate attention is paid to the structure of post-graduate studies and the conditions for obtaining doctoral degree. The article stresses upon the fact that PhD studies have been of crucial importance since that time when the process of globalization and integration of scientific sphere started. As a consequence, both, the government and universities, together with the business sector contribute much to accommodating science to everyday needs of the society. The other interesting notion mentioned in the article is the one related to “associations” representing cooperation of a university and a university college with the purpose of updating and improving university curricula and granting potential students with the opportunity to choose among courses they would like to complete.
