PRESENT PROVBLEMS IN STATUTORY REGULATION OF HIGHER EDUCATION IN UKRAINE

Abstract
Civil legislation about exemption during entering institutes of higher education and appointing of bursaries is defined in the paper. Updates on the legislation level of statutory instruments about development of the bursary`s settings and payments mechanisms are suggested. Conclusions and recommendations for follow-up study.1. Update on the legislation level of statutory instruments according to the article 5 of the Ukrainian law «About raise of prestigiousness of miner's work”. 2. Abolition of privileges for all categories of applicants including socially disadvantaged on the legislative level and proceeding from real needs of the government, annual fixing up quota for appropriate categories socially disadvantaged citizens within the limits for them to compete between them during entering higher educational institutes. It is clear that mentioned offer on improvement of legislation about exemption during entering higher educational institutes and fixing of bursaries is not the only possible way to guarantee the principle of social justice in the sphere of higher education. This is why occurring in the near future researches should be placed on research of relations in higher education and search of opportunities to use qualitative stimulation of their participants.
