PRESIDENTIAL POWER WITHIN THE WIDER CONCEPT OF GOVERNING OF GEORGIAN DEFENSE SECTOR

Abstract
State defense represents the essential constituent part and function of national security, the effective realization of which is essentially dependent upon the qualitative content of administrative function of the highest authorities (the Parliament, the President, the Government) of public power engaged in national defense governance and upon the functional balance existed among these authorities, in the context of separation of powers. The relevance of the issue is additionally conditioned by the Constitutional reform 2017 implemented in Georgia within the frames of which the country will transfer to Parliamentary Governance System in the nearest future, whose accompanying result is the foundation of new governmental balance (in the segment of national defense governance) between the Institute of the President and the Government. In the given article, it is discussed theoretical and practical sense of the issue related to administrative nature of the Presidential power within wider context of national defense governance.
