Principles of international customs law as a category of international law

Abstract
The article is devoted to the study of signs of the international customs law’s principles. It is indicated that the principles of international customs law are characterized by the following main features: objectivity; stability; ideologically; imperative; complexity; equivalence; normativity. The emphasis is placed on the inadmissibility of interpreting the term “principle” through the word “norm” and on the need to establish a distinction between the categories “principles of international customs law” and “norms of international customs law”. Establishing the distinction between these categories, in spite of conceptual closeness, is important and necessary both for the theory of international law and for the practice of law enforcement, as for so far for many representatives of the modern doctrine of international law the normative nature of the principles of international law is unconditional.
