PRIORITY DIRECTIONS OF THE STATE POLICY OF ENSURING INFORMATION SECURITY AT THE PRESENT STAGE OF STATE-BUILDING

Abstract
The article is devoted to the analysis of the state policy of ensuring information security of the state and the development of priority areas for such a policy taking into account the current threats to the state’s information security. An effective guaranteeing of the national security of Ukraine requires the development of scientifically grounded state policy and a strategy in the information sphere, definition of the system of national values, vital interests of an individual, a society and the state, and constant monitoring of the actual threats to the state’s information security, finding of effective measures for security of all spheres, protection against information threats and realization of the right to receive a reliable information. The main objectives of the state information policy of Ukraine are to ensure: the protection of the state’s information sovereignty (especially, the protection of the national information space along with the information resource and systems of formation of mass public consciousness) in the current conditions of globalization and internationalization of processes in the information sphere; the level of information sufficiency for decision-making by state authorities, enterprises and citizens; implementation of the constitutional rights and freedoms of citizens, society and the state to information. The main purpose of state policy in the sphere of information security is the management of real and potential threats to create the necessary conditions for meeting the information needs of a man and a citizen, as well as the realization of national interests. The article is devoted to such theoretical positions. The purpose of the article is to develop scientifically grounded priority directions of the state policy of guaranteeing of information security taking into account the modern threats.
