Problematyka funkcjonowania bezpłatnej komunikacji miejskiej w Zduńskiej Woli

Abstract
Artykuł omawia problematykę związaną z podejmowaniem decyzji wprowadzających bezpłatną komunikację dla mieszkańców miasta. Opisuje w syntetycznym ujęciu sytuację finansowo-ekonomiczną Miejskiego Przedsiębiorstwa Komunikacji sp. z o.o. w Zduńskiej Woli oraz możliwości wprowadzenia bezpłatnej komunikacji w mieście (miała ona funkcjonować od 2015 r.). Wyniki ekonomiczne, jakie spółka osiągnęła w ostatnich latach, nie rokują jednak szybkiego wprowadzenia zamiaru w pełnym zakresie. Mimo to w 2015 r. decyzją samorządu wprowadzono bezpłatną komunikację dla podróżnych w wieku 65-70 lat. W artykule przedstawiono dylematy związane z czynnikami mającymi wpływ na decyzję samorządowców w zakresie realizacji planowanego projektu bezpłatnej komunikacji w mieście. The article describes the issues concerning decisions making in introducing the free public communication for Zduńska Wola city citizens. In the synthetic way financially - economic situation of Miejskie Przedsiębiorstwo Komunikacji Sp. z o.o. in Zduńska Wola was presented together with possibility of implementing the free public transport in the city (which was supposed to be functioning since 2015). However as the economic outturns from the past years show the introduction of the intention in the full-scale won't be possible. Nevertheless in 2015 by the decision of the localgovernment the free public communication was introduced for passengers over 65-70 years. In the article dilemmas associated with factors affecting the decision of local-government members in the completion of the planned free public transport in Zduńska Wola project were presented.
