Abstract
E. Kamyshnykova, А. Pinchuk. Problems and perspectives of small business development in the city of Mariupol, Donetsk region. In the article the results of a study of the current level of small business development in the city of Mariupol, Donetsk region are presented. The analysis of statistical indicators has demonstrated that despite significant employment in the small business segment, the share of this segment in the economy of Mariupol city is estimated at several percent, which confirms the secondary role played by small business entities in comparison with large industrial enterprises and associations. It has been established that among the complex of problems faced by the small business sector in Ukraine, the regulatory and legal problems are dominant, including the inefficiency of tax legislation, existing administrative barriers and a weak system of state support for small businesses. The Donetsk region is also characterized by military-political risks, unfair competition, negatively affecting the business climate and limiting the investment opportunities of small entrepreneurs. The article proposes a set of measures to enhance entrepreneurship and promote the development of small businesses at the local level, the implementation of which will help to overcome the structural imbalances, increasing the share of the small business sector, including through innovation-active small businesses. The formation of a technology park structure has been proposed and its model has been developed as an innovative ecosystem where innovative small business entities will develop and operate, that will affect the social and economic development of the city and region.
