Problems and prospects of development of local government in Ukraine

Abstract
Budget decentralization was allowed to build a new stimulating model of financial equalization of the tax capacity of the ter-ritories and introduced new approaches in the interrelations of the state budget with local budgets. At the current stage, the problem of increasing revenues of local budgets is an important task and it needs to be resolved. The implementation of the reform of financial decentralization and self-sufficiency of local budgets requires the adoption of a number of legislative initiatives by the Parliament of Ukraine. Among of them, the mechanisms of financial support of the united territorial communities in the State Budget of Ukraine for 2019 have the significant value, in particular in the field of medicine and education, and infrastructure. Budget de-centralization aims to stimulate regions to financial autonomy, to search additional own resources, and to enhance the internal development potential, and also to balance the needs and opportunities of regions. The analysis of the Kharkiv city budget for 2015-2018 shows the positive impact of the proposed model on the financial resources of local budgets. In recent years, Kharkiv has de-veloped in a complex and harmonious way, creating modern infrastructure in all areas of life of the city. The purpose of the city's investment policy is to create a high-quality urban environment that provides for the comfort of living and increasing access of resi-dents to services provided by the executive bodies of the Kharkiv City Council. Analyzing the system of redistribution of revenue and expenditure parts of local budgets in recent years in general, it can be argued that local budgets have been allocated much more expeditious powers than their revenue potential. Thus, the expansion and optimization of sources of local budgets, increasing the powers of local authorities in managing financial resources and improving their autonomy is an extremely important task. Such decision will increase the level of financial independence of local self-government bodies, the qualitative performance of the tasks and functions entrusted to them, and the formation of an effective financial policy of local self-government bodies.
