Problems of harmonization of legally commercial and legally ecological regulation in the area of waste handling

Abstract
The paper studies problems of harmonization of legally commercial and legally ecological regulation in the area of waste handling. The provision is substantiated that problematics of waste handling is actually inconsistent with two diametrically opposite maxims, on the one hand, it is the increase of commercial potential, satisfaction of economical needs of the population, which directly depends on quantitative and qualitative indicators of development of manufacturing relations, and, on the other hand, it is the achievement of zero waste production that is unreal at present. The conclusion is stated that the goal of the modern system of legislation in the area of waste handling might be the construction of an integrated three-vector model of legal regulation, that will achieve the fulfilment of three main targets: 1) waste prevention in the future; 2) performance of the system that provides minimization of their formation and safe waste handling; 3) arrangement of conditions for solving problems of previously accumulated waste. The need of introducing of implementation of detailed requirements in the area of waste handling in terms of reuse, utilization and liquidation of manufactured products and raw materials, packaging, materials used in sectoral commercial legislation in order to provide its environmentalization, harmonization of requirements of environmental and economical legislation is proved.
