PROBLEMS RELATED TO UPDATES OF THE MANAGEMENT SYSTEM OF ZONES OF TECHNICAL AND ECONOMIC DEVELOPMENT OF CHINA, AND TRENDS IN DEVELOPING THIS QUESTION

Abstract
Among the mechanisms of state influence on the development of the economy in market conditions, the areas of technical and economic development (ZTER) occupy an important place. Regardless of the level of development of the state and its socio-political structure, the ZTER is present in the practice of many countries of the world. They allow significantly expanding the scope of foreign economic cooperation and attraction of foreign investors, solving employment issues, increasing the living standards of the population, activating scientific and technical and innovation activities, etc. The results of experiments on the introduction of a mechanism for state regulation of economic development in Ukraine proved to be quite controversial. In this article, it makes sense to update the management system against the background of reforms in China, using as an example the special economic zones that implement economic models that do not fit into the mainstream of the prevailing economic system. The process of interaction and mutual influence of new and traditional control systems during the conducted experiment and its possible results is considered. Problems related to the existence, evolution, and future prospects of development zones. It has been demonstrated that it is necessary to determine the list of industries and types of economic activities for the development of which the zones are directed. The identified priorities will allow: to reduce the cost of time and money; to prevent theft of private and public funds; to develop regional target programs, depending on the strategy, etc.
