Abstract
Since the general theory of systems intervened in the theoretical field, several institutions have accepted its proposal for the management of companies or labor groups. This is the reason to undertake the investigation of government processes with a systemic approach, to analyze in essence that the phenomena produced by a group or institutional behavior or symptom of the education centers will allow the possibility to review and evaluate the difficulties encountered in the experience. operation of tasks. The managers of the higher education centers have the ability to establish management models, leadership styles and open cooperation networks, which makes it possible to identify this proposal as a tool for the management or management of educational establishments. Important in this theory are: Strategic Process (led by the Director); Substantive process (defined by teachers and students); Support process (made up of all administrative units). In addition to defining the organizational management framework and operating an educational management model, managers will respond to a process of continuous evaluation exercised by regulatory control entities, which have defined this theory as a starting point in the situational reality of the C.E.S. and several institutions of higher education at the national level
