PROVIDING OF PRIORITY OF RIGHTS AND FREEDOMS OF CITIZENS IS NEAR-TERM TASK OF THE STATE

Abstract
In the article a place and role of public authorities are investigated in the system of protection of rights and freedoms of man. There are considered provisions that the basics for the state is a person, his rights and legitimate interests. A concept and maintenance of protection of man and citizen are set.
