PUBLIC ADMINISTRATION IS THE BASIS OF THE STATE POLICY REALIZATION IN AGROINDUSTRIAL COMPLEX OF UKRAINE

Abstract

Problem setting. The article deals with the administrative and legal basis of management of the agroindustrial complex of Ukraine in order to create organizational and legal and socio-economic conditions for the integrated development of rural areas, increasing the level of effective employment, strengthening the motivation of the rural population to develop entrepreneurship in rural areas; support of the competitiveness of the agrarian sector in terms of Ukraine's integration into the world economic space; overcoming the spontaneity and shadowing of the agrarian market; preservation of the natural environment and rational use of natural resources, especially agricultural lands. Target of research. The purpose of the study is on the basis of the analysis of theoretical foundations, legislative acts, to investigate administrative and legal basis of management of the agroindustrial complex of Ukraine. Analysis of recent researches and publications. The following scientists analyze separate aspects of the question in their researches: V. B. Averyanov, O. M. Bandurka, Y. P. Bytyak, V. V. Galunko, T. O. Kolomiyets, L. I. Myskiv, I. A. Chernysh and others. Article’s main body. To date, the question of the administrative and legal framework for management of the agroindustrial complex is particularly relevant. Accordingly, new economic conditions determine the new relations in the agroindustrial complex of Ukraine, which in turn generates new requirements for proper administrative management in this area. The complexity and specificity of state regulation of agroindustrial complex is that it should combine, on the one hand, the measures aimed at the formation of a competitive environment and the development of entrepreneurship in this field, and, on the other, to ensure social protection of the population. The state regulation of the agroindustrial complex is carried out both by the supreme bodies of state power (the President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine), and specialized ones (Ministry of Agrarian Policy and Food of Ukraine, State Veterinary and Phytosanitary Service of Ukraine, State Agency of Land Resources of Ukraine, State Agency of Forest resources of Ukraine, etc.). Local authorities also have a significant function of monitoring the implementation of state policy on the development and functioning of the agroindustrial complex of Ukraine. In the course of the state administration of agroindustrial complex management bodies use a wide arsenal of means of power-organizing influence both administrative and economic. Conclusions and prospects for the development. The prospect of further research on this topic is evident, as Ukraine, in the context of the continuation of European integration processes, needs to reform the public administration of the national agroindustrial complex. It will promote the improvement of administrative and legal regulation of agrarian relations, bringing them in line with European law and legal practice, and the economic and social progress of society.
