PUBLIC-PRIVATE PARTNERSHIP IN THE SYSTEM OF BALANCED DEVELOPMENT OF RECREATIONAL AREAS

Abstract
Introduction. One of the most promising ways to ensure the balanced development of recreational areas is public and rivate partnership. The private sector can rely on the distribution of long-term business risks, benefits, subsidies and other state incentive instruments, while the state is able to accumulate enough funds from the private investment for the successful economic development of the tourist and recreational sphere. Methods. The method of mathematical modeling, economic and statistical methods for constructing a model of public and private partnership in order to ensure a balanced development of recreational areas are used in this article. Results. The theory of games and mathematical modeling is used to study the economic entitie’s behavior in the process of formation the public and private partnership in the system of regulating the balanced development of recreational areas. It is established that the most beneficial strategy of the behavior of economic entities is the compliance with environmental standards. The winning strategy for the public authorities would be the application of penalties to violators of environmental standards and the provision of financial support to those, who comply with environmental norms and spend part of the resources for recreation sreas development. The structure of economic entities functioning is clarified; their main goals, tasks and methods of realization are defined. The main problems and obstacles on the way of effective development of public and private partnership in the modern economic relations are described. Discussion. It is necessary to ensure an adequate level of financing of environmental programs, which today is possible only through public and private partnership. Public authorities should provide conditions for the use of economic instruments for the use of recreational areas, thus realizing the social interests of the population in the process of conducting private entities.
