PURSUANCE AND COLLECTION PROCEDURE OF THE PRICES THAT SHALL BE PAID TO THE STATE HIGHER EDUCATION INSTITUTIONS FOR THE HIGHER EDUCATION EXCHANGE OF SERVICES

Abstract
Payments are made to state higher education institutions for the higher education exchange of services under the names of different tuition fees. In case the prices that have the characteristics of public revenue are not paid on time in full, they are pursued and collected forcibly. Regulating of financial liabilities by law is a constitutional obligation. In order to be regarded as regulated by law, regulating of rules and procedures regarding pursuance and collection and period of payment limitation by law is a condition, too. Some uncertainties and deficits within the scope of legality regarding pursuance and collection give rise not to be provided assurance to the people in charge of making payments. Furthermore, this situation brings about some problems such as making difficulties for public universities to serve everyone equally, indetermination of enforcement and disputes. The subject of this article is pursuance and collection of the liabilities that’s hall be paid to the state higher education institutions for the exchange of services under the names of different tuition fees and the conformity of regarding regulations to the principle of legality.
