REALIZATION OF THE SITUATIVE APPROACH TO THE STATE REGULATION OF THE REAL ESTATE MARKET

Abstract
The situational approach to the state regulation of the real estate market, which takes into account the characteri-zation of the stages (phases) of its development, is substantiated. Such an approach enables to more effectively offset the negative effects of market fluctuations and fluctuations that determine the parameters of guaranteeing national in-terests, as well as the use of preventive mechanisms at all levels of government. It is shown that the Ukrainian real es-tate market is in recession. A key condition for the development of the real estate market, its emergence from stagna-tion, and the main direction of state regulation is to ensure the balance of the price proposal with solvent demand. It was established that the actual direction of realization of state regulation of the real estate market, which can ensure the balancing of supply and demand for residential real estate objects, is to increase the purchasing power of citizens who need improvement of living conditions. Due to the fact that today the most popular tools for increasing the effective demand of the population are state housing programs, as well as the mechanism of state mortgage lend-ing, it is necessary to ensure an increase in the financing of the corresponding programs. It is also necessary to con-tinue the activity of public authorities, aimed at reducing the market rate of lending for the purchase of housing. A positive effect will also be the abolition of citizens who need improvement in living conditions and being registered, from paying state duty when certifying contracts for the sale and purchase of immovable property owned by them on the right of ownership. It is expedient to provide citizens who need improvement in living conditions and are on the proper account, the right to one-time receipt of property tax deduction in the event of the acquisition of a residential property.
