РЕФОРМА ВЫСШЕЙ ШКОЛЫ В ПОЛЬШЕ 1920–2020: НАДЕЖДЫ, ОЖИДАНИЯ, РИСКИ

Abstract

Between years 2005 and 2018/2020, three changes took place in Polish higher education, two of them had the nature of reform. The earlier system introduced in 1920 was referring to the German model of education. It was later prolonged by reform of minister Janusz J □Ж/ #Ю–□drzejewicz in 1933. Administrative or ideological pressure of communism in 1948–1989 left it mostly unchanged. Corrections were only caused by the bureaucratization process that was characteristic for universities across Europe after 1945. Only the awry implementation of the Bologna Process in Poland in 2005 and its subsequent variations in the Kudrycka reform (2011–2014), and partly in the Gowin reform (2016–2020) have become a potential threat in which the risk of compromising the idea of the Magna Charta Universitatum (1988). The “reform fever” of 2005–2020 proves the disregard to the longevity of the universities (1394–2020 or 1920–2020 / 2025) by the administrative center in Warsaw. This affects the distance of academic circles, the reduction of hope for a “good change” and the increased risk of lack of social recognition for the recent reforms of Kudrycka and Gowin.
