REFORMING THE SYSTEM OF CONNECTION TO ENGINEERING NETWORKS IN UKRAINE

Abstract
The article deals with investment barriers in the Ukrainian economy aroused from complicated, unfair and bureaucratized mechanisms of connection to engineering networks. The reasons and consequences of low efficiency of current state regulatory measures for solving this problem are analyzed. The European experience of providing an effective system for connecting business to engineering networks is outlined. A new algorithm for connecting to engineering networks in Ukraine in order to reduce burden of infrastructure costs for investors is proposed. Basic principles of legislative support to create effective system of connection to engineering networks in Ukraine are determined.
