Research Projects Dealing with Civil Protection – Selected Issues

Abstract
Introduction: The article provides an analysis and diagnosis of selected research projects dealing with civil protection, taking into account their functional, cognizant and organizational aspects. The study focused on the scope, aims and results of projects, as well as the methodology used by researches. From the vast range of projects available, preference was given to projects, which characterized a functional and system approach towards civil security. Special attention was afforded to social, cultural and political aspects associated with the organization and management of rescue and humanitarian operations. Aim: The purpose of this study is to analyse contemporary European research projects dealing with civil protection. In particular, the analysis took into account project aims and results. An important aspect of deliberations concerned the popularization and exploitation of research results in the process of educating society. Methods: Inductive and deductive reasoning approaches were applied to the study. The former allowed for the formulation of conclusions based on the limited volume of research projects whereas the latter was reliant on theoretical and practical knowledge. Conclusions: The variety of projects and diverse research perspectives (threats, social dimension) confirmed the interdisciplinary nature of civil protection. Research took into account the needs of individuals, risk analysis, social expectations as well as organizational and political situations. An analysis of projects under scrutiny led the author to formulate three features of research. The first, identified by a utilitarian approach towards aims and project results in context of practical application during rescue and humanitarian operations. The second, concerned with system solutions, delved into the organisation and functioning of different institutions engaged with fulfilling their responsibilities in the sphere of civil protection. The final focus concentrated on social dimensions of crisis situations, where special attention was afforded to the role of non-government organisations (NGO) in the protection of life, property and human environment. A diagnosis of research allowed for the identification of areas, which should be exposed to further studies. In this context it is appropriate to mention, amongst other things, the social dimension of civil security, legal and procedural adequacy, and evaluation of system solutions for civil defence.
