Review of the interaction of Islamic Republic of Iran with the United Nations Human Rights Council from 2006 Until Now

Abstract
Whenever we look at the concept of "human rights" from historical point of view, we can see that this concept with different changes and variables, has been much developed and evolved. From the lawlessness to a period with a few natural rights and limited to some specific nations, to a period with universal rights. The most important concepts underlying the institutionalization of human rights in the world and also converting these concepts into the international practices, came into existence since the founding of the United Nations. Basically, the cornerstone of the United Nations is based on the acceptance of the concept of human rights. The introduction of the United Nations Charter indicated to the fundamental human rights and need to respect these rights, as noted: the international cooperation in promoting and encouraging respect for human rights and for fundamental freedoms... . Human Rights Council was established in 2006 (1384 SH) as the first human rights subsidiary organ of the United Nations with the aim of promotion and protection of human rights in all countries. Islamic Republic of Iran, in addition to the UN Charter which some of its articles are dedicated to human rights, has signed and ratified many of international human rights treaties. The present article tries to study the structure of the UN Human Rights Council and interactions of the Islamic Republic of Iran with it. چکیده هر گاه از منظر تاریخ به مفهوم «حقوق بشر» بنگریم، در مییابیم که این مفهوم همراه با تحولات و متغیرهای گوناگون دستخوش بسط و تکامل بسیاری بوده است، از مرحله بیحقوقی به مرحله حقوق انگشتشمار «طبیعی» و محدود به ملتهای مشخص، تا مرحله حقوق فراگیر. مهمترین زمینه نهادینه شدن مفاهیم حقوق بشر در عرصه جهانی و نیز تبدیل این مفاهیم به رویههای بینالمللی، از زمان تأسیس سازمان ملل متحد به وجود آمد. اصولاً سنگ بنای سازمان ملل بر اساس پذیرش مفهوم حقوق بشر است. مقدمۀ منشور ملل متحد از حقوق بنیادین انسانها و لزوم احترام به این حقوق، به میان آمده است، «همکاری بینالمللی به منظور تشویق همگان به رعایت حقوق بشر و آزادیهای اساسی ... » ذکر شده است. شورای حقوق بشر در سال 2006 به عنوان نوپاترین رکن فرعی حقوق بشری سازمان ملل متحد تأسیس گردید که هدف آن ارتقاء و حمایت از حقوق بشر در تمام کشورها میباشد. دولت جمهوری اسلامی ایران علاوه بر منشور ملل متحد که برخی مواد آن به موضوع حقوق بشر اختصاص دارد، بسیاری از معاهدات بینالمللی حقوق بشر را امضاء و تصویب نموده است. در نوشتار پیشرو، سعی گردیده است که ساختار شورای مذکور و تعاملات جمهوری اسلامی ایران با آن مورد بررسی قرار گیرد.
