Risk factors for the safety of the children from transnational families (children left behind)

Abstract

Objectives. The main objective of this paper is to explore the current situation with the transnational families in Bulgaria and Romania, their profile and the consequences of the transnational way of life for the children left behind. Material and methods. The paper presents a comparative analysis of the risk factors for the children from transnational families, identified and interpreted in two studies supported by UNICEF in Bulgaria and Romania. Two methods are used in the paper – secondary analysis of existing data and comparative method. Results. The phenomenon “children left behind in Bulgaria with parents working abroad” affects between 265,102 and 271,782 children at the end of 2012. Among them, there is a growing nuisance. They don’t receive the necessary health care, often drop out the school and become dependent on drugs, alcohol, and cigarettes. In Romania, the phenomenon “alone at home” affects about 350,000 children. The risks identified for the Romanian children are: physical, psychological and emotional vulnerability, the risk of sexual abuse and harassment, the risk of trafficking and prostitution, early start of sexual life and others. Conclusions. The children from transnational families are subject to many risk factors. The responsible institutions are not able to provide the necessary support and the qualified personnel in these institutions is not sufficient. There are many gaps in the national policy in relation to the children of migrant parents.
