Abstract
The Armenians are one of the ancient societies who lived in Ottoman Empi-re. Then the socio-cultural relationships, between Armenian and Turks, are more positive compared to other non-muslim societies. From the Seljuks to last century of Ottomans, these relationships are continued positive. But of the early 19th century, these positive relationships had began to change. Especially, the period of Selim III, nationalist ideas were caused in this case. In 1815, it began talking officially about the East issue. In this paper are discussed that the Armenias were affected or not, If they were affected, how were the Armenians affected, then how they got involved in the East issue? Additionally in our paper mentioned that how did the foreign states like Russia approach the minorities who lived in Ottoman Empire, in the context of the East issue?
