Selecting a model for infrastructure projects contracts using multi-criteria decision-making system (AHP group)

Abstract

Whilst the commencement of the operation of public - private partnership projects in developed countries has been passed for a period, performance of such projects do not have a long history. However, one of the main concerns of the authorities in developed countries is the large public projects that usually due to the lack of funding, they never come into operation or long delays and poor quality, and their services are available to the public. Apart from financing, existing challenges of three - factors contracts, which cause many problems, including disputes between the employer and the contractor that will lead the global markets to the contracts in which the final amount and the task completion time is guaranteed. In this study, using a group decision support tools called analytic hierarchy process, we chose the best model among the three models EPC, BOT and three - factors contracts. In this study, eight general factors for decision making in this area were defined. Then, the views of a number of experts in contracts for the paired comparisons were used and the data was analyzed by the Expert choice software. Due to the achieved results, the most important factor and the contract model of BOT was identified as the best model.
