SOCIO-POLITICAL AND SOCIAL ASPECTS OF THE ORGANIZATION OF THE WORK OF GERMAN REGIONS AND VILLAGE COUNCILS IN THE 1920S

Abstract

The foundation and organization of the work of the German national administrative-territorial units are within considerable interest of local historians and ethnologists. In the paper it is noted that the range of issues that authorities in the national administrative-territorial units dealt with in the 1920s were quite broad: the economic development of districts and village councils; land development; organization of grain procurement. The special attention was paid to the staff and social management issues – training of national staff, activities of local governments, involvement of local people in the work of the district and village councils and other grassroots institutions of the Soviet Union and party apparatus. It is also emphasized that from mid-1930-ies in terms of a general reduction of work among the national minorities the system of national administrative-territorial zoning was eliminated, and the German and other administrative-territorial units (district and village councils) ceased to exist. Such "reorganization" has had a negative impact on the provision of cultural, educational, language and other needs of the German population in Ukraine. The sources base is represented by the documents of the state archives of Ukraine.
