STATE FINANCIAL SUPPORT IN THE LIVESTOCK SECTOR IN CONDITIONS OF SPECIAL TAX REGIMES REFORMS

Abstract
The basic aspects of state support of the livestock industry in terms of reforming the system of tax incentives and ongoing process of European integration are researchediIn the article. The study is based on the knowledge of State Statistics Service, the State Treasury of Ukraine, the OECD statistics, as well as its own methodological framework, the use of which allows to systematize the phenomenon of the livestock industry, standardize the procedure for determining the scope and effectiveness of state aid for the direct and indirect methods. The result of the study is to evaluate the mechanisms and instruments of direct and indirect support to the livestock sector efficiency programs to support livestock, their impact on the industry. We analyze the overall effectiveness of state support for the livestock industry and individual components, especially the use of a special procedure mechanism of VAT in livestock production. We present the factors causing the change of directions and volumes of state support livestock analysis underfunding Development Program Ukrainian village till 2015 in terms of livestock. Ultimately, the results of the study will lead to better integration of objective and subjective factors in the further development of the state policy of livestock Ukraine, particularly in agriculture overall strategy for the period until 2020.
