State, institutions and actors. Reflections on how to think the social interventions of the State

Abstract

This work takes you on a journey on the contributions and limitations in the feld of the social sciences and the social history on the study of social policies and the intervention of the Argentine State at certain historical moments. For the development of the work we start from the understanding of the social policy as the set of ideological conceptions that are translated into regulatory and institutional designs and that want to restrict the social consequences produced by the free play of market forces. At the same time, we believe that these policies which aimed at mitigating the social demand expressed in health, housing, education and social welfare, acted as a factor for the construction of political legitimacy. In this sense the State is considered as an area affected by a wide diversity of interests of different social actors who are fghting for their fraction of power.
