State Loans in the Financial Policy of the Government of UPR

Abstract
The article reveals the government’s attempt to implement UPR state loan from a private firm Pabisco during 1921–1922. Various components of the contract, the course of its discussion by the Finance Committee and the Council of Ministers of the UPR are analyzed as well as the consequences for the Ukrainian state.
