STATE MANAGEMENT IN THE SPHERE OF SOCIAL PROTECTION OF ORPHANS IN UKRAINE IN TERMS OF EUROPEAN INTEGRATION

Abstract
Purpose. Analysis of the state policy and strategy for social protection of orphans and children deprived of parental care in Ukraine in modern conditions. Definition of the main problems and shortcomings of social policy as well as consideration of the experience of foreign countries in the sphere of social protection and study of the mechanism of realization of social policy with regard to orphans and children deprived of parental care. Methodology of the research. In the research methods of economic and statistical analysis for determining the main cause of child abandonment were used; economic and mathematical methods were used for determining the dynamics of changes in the number of orphans and children deprived of parental care. Findings. The main reasons for increasing the number of orphans in Ukraine are pointed out and the rights of orphans and children deprived of parental care guaranteed by the state are stated. It is found that the adoption is the most effective step to overcome the problem of child abandonment in Ukraine. Originality. The research gives further development of theoretical, methodological and legislative principles for finding new approaches to solve the problem of child abandonment in Ukraine. Practical value of the research results is determined by the ability to define ways to improve the social protection of orphans and children deprived of parental care. The results make it possible to form the main areas for further improvement of social services and use the experience of other countries.
