Abstract

The article is devoted to the study of the reasons that encouraged the So-viet party leadership to the active implementation of a managed migration as the social policy. It took the form of organized recruitment of working and agricultural resettlements. Reporting of these aspects of the socio-political course of the party as the motives and purposes is a priority of research. In addition, the author has the aim to pay attention to the specific economic and political conditions of organized mi-gration. The conclusion about the dominance of economic and political reasons was done and it includes: 1) an increased need of working labor in the reconstructive period and during the further growth of economic potential; 2) a abrupt reduction in the working population, which was associated with significant demographic losses in the Second World War; 3) an increase of the arable land in the South and East of the republic; 4) the formation of the social supporting base for the Soviet power in some areas of the USSR. The article is also focused on the block of causes which are related with the influence of the administrative-bureaucratic system. These fac-tors raised the question of purposeful impact on the migration processes, increasing their efficiency of the distribution in respective areas and to bring the scope of mi-gration to the economic and social needs of the Soviet state.
