STATE, RELIGIOUS LIFE AND CIVIL SOCIETY IN KAZAKHSTAN

Abstract

Kazakhstan built the nation-building process to be started after independence on a solid ground with the reform movements it initiated as of the last period of the Soviets. Right after the dissolution of the Soviets, however, it was attempted to ascend a new state model on this ground in Kazakhstan. This new state model manifested itself with the effort to clean independent Kazakhstan under the leadership of Nazarbayev of the Soviet assimilations. This effort was shown as bringing the western democracy to Kazakhstan by means of remaining faithful to the basic values of the independent Kazakhstan. In this respect, for the first time in Kazakhstan an independent and democratic constitution model was accepted and the lines of the state in political-administrative-economic field were drawn. The freedoms granted by the Independent Kazakhstan constitution became the facilitator of the reforms desired to be made in the country and the country was included as sovereign and equal actor in the international system within a short time. Within that period, the NGOs, one of the musts of democracy, also made a fast progress in number and quality in Kazakhstan. Besides, a perception of Islam loyal to customary traditions was ascended and a cultural acceleration was tried to be given to the nation-building process in Kazakhstan. All these efforts inevitably brought about a rise of the Kazakh. In this study, the grounds that the independent Kazakhstan state structure was built, the roles of NGOs rising on these grounds in Kazakhstan and the periodic fluctuations in religious perception of Kazakhstan were examined. The aim of the study is to reveal the multi-dimensional structure of Kazakhstan nation-building process. The basic thesis of the study is that Kazakhstan entered in a successful west articulation remaining loyal to its basic values.
