STRATEGIC DIRECTIONS FOR THE DEVELOPMENT OF SOCIAL ENTREPRENEURSHIP IN UKRAINE

Abstract

The conducted research provided a solution to the relevant scientific problem concerning the development of strategic directions of development of social entrepreneurship in Ukraine based on analysis of its formation problems. A critical analysis of the scientific publications of modern scholars points to a sharp debate about the essence of social entrepreneurship, which at the present stage of the development of economic theory is suggested to understand as the economic activity of socially oriented subjects, which purpose is to ensure the sustainable development of communities, to solve or mitigate existing conflicts in society that is implemented with a use of business approaches, innovations, as well as commercial methods and creating a social effect. Analysis of the state of social entrepreneurship in Ukraine allows establishing that it is characterized by the stage of formation. In the course of the research, it was determined that the main problems of its development are a low level of informing the population about social entrepreneurship, the unstable economic situation that does not create conditions for its development, the lack of state support and legal status of social entrepreneurship, in particular, there is a need for a law to ease the mechanism ensuring the functioning of social entrepreneurship, a small number of examples of successful social enterprises. This requires an appropriate directions of development of social entrepreneurship: “Quantitative effect” – the growth of the number of social enterprises; “Legitimate ground” – legislative basis for the development of social entrepreneurship; “Boom of information” – formation of information and communication environment for the promotion of social enterprise; “Economic recovery” – stabilization of the economic situation in the country. The choice of strategic directions of development of social entrepreneurship is suggested to make on the basis of the ET(R)-analysis method, taking into account the final effect and the time or resources spent. Further research should be directed towards the development of effective methods and tools for stimulating the development of social entrepreneurship, capable of forming the appropriate basis for the adoption of effective management decisions in the system of regional governance.
