Strategic Imperatives of the Development of the Scientific Library of the Research University

Abstract
The article presents strategic imperatives that influence the development of scientific libraries and systematizes the criteria that the scientific library of the research university must meet in order to ensure effective development in accordance with modern trends in science and technology. Strategic imperatives for the development of the library of the research university consist in providing: modern technologies of codification and transfer of information containing knowledge; Compliance with international standards of existing information and technical infrastructure of scientific libraries; Equal access to world-class advanced science-computer databases; Timely updating of library funds; Proactive visitor system and automate the processing of relevance of their queries; The fastest and most accurate search and access to information; availability of an effective information security system contained in the cloud of scientific library; Development of adjacent commercial services, which allow to receive a "package" of information generalized by professional specialists; Creation of creative space for a comfortable visit to the library by interested persons for obtaining existing knowledge and creating new ones. The only way for Ukraine to slow down the outflow of skilled scientific and pedagogical staff and students with high intellectual potential is to preserve and balance the system of research universities and to develop within their walls powerful scientific libraries that will be able to meet the above-mentioned development imperatives.
