Strategic Planning and Organizational Structure in the University Context: A Case Study

Abstract

This paper describes how the Strategic Planning (SP) model of two Higher Education Institutions (HEIs) responds to the needs of the education sector. Its primary objective is to identify the main SP models that have been developed and based on an analysis of the organizational structure of both HEIs, extend them to the Colombian and Mexican university contexts. This study adopted the interpretive paradigm with a qualitative and descriptive approach. Some of the data collection techniques employed here include interviews and focus groups with management and administrative staff from both HEIs. The collected data were categorized into four strategic themes: (1) strategic planning, (2) strategic planning models, (3) organizational structure, and (4) strategic planning analysis models. According to the results, both HEIs follow a traditional SP model, which defines their strategic, tactical, and operational goals. Also, these two HEIs share the same mission, vision, values, and objectives. They are, therefore, functional hierarchical organizations with rigid structures and a concentration of departments and activities focused on processes and standards, which sometimes slow down internal processes between areas.
