STRATEGIC PLANNING OF NEGATIVE CONSEQUENCES PREVENTION AND LIQUIDATION IN TERRITORIAL DEVELOPMENT

Abstract
The article outlines the process of evaluating the influence of destabilizing factors within the framework of the activity of production and economic systems of a certain region. The analysis of the main tools for stimulating the development of regions has been analyzed. The scientific methodical approach to strategic planning is proposed. To the list of resource sources been added a city strategy of development as a communicative tool for implementing the approach. It allows identifying priority strategic directions of interaction between authorities, business entities, the public and the business community.
