Strategiczne programy badawczo-rozwojowe (B+R) jako instrumenty publicznej polityki proinnowacyjnej

Abstract
PL W artykule przedstawiono jedno z głównych narzędzi publicznej polityki proinnowacyjnej w Polsce, jakim są programy strategiczne w dziedzinie badań i rozwoju technologicznego (B+R). Wskazano także na relacje zachodzące między państwem a rynkiem w obszarze innowacyjności. W tym kontekście opisano rolę jednego z głównych aktorów narodowego systemu innowacji w Polsce, jakim jest Narodowe Centrum Badań i Rozwoju (NCBR). Instytucja ta wdraża obecnie pięć strategicznych programów badawczo‑rozwojowych: BIOSTRATEG, STRATEGMED, TECHMATSTRATEG, GOSPOSTRATEG oraz INFOSTRATEG. W konkluzjach przedstawiono dylematy dotyczące efektywności i skuteczności programów strategicznych państwa. EN In this article presents one of the main tools of public proinnovation policy in Poland, which are research and technological development strategic programs (R&D). Relationship between the state and the market are one of the most important aspect in the area of this kind of public policy. The key actor of the national innovation system in Poland is the National Centre for Research and Development (NCRD). In this context author has been described the role and aims of this institution in the Polish NIS. The NCRD is currently implementing five strategic R&D programs: BIOSTRATEG, STRATEGMED, TECHMATSTRATEG, GOSPOSTRATEG and INFOSTRATEG. The conclusions show the dilemmas regarding the efficiency and effectiveness of the state strategic programs.
