Strategies, Problems and Solutions for the Establishment of the National Database and Citation Index

Abstract
Citation indexes make it possible for researchers to access the academic studies faster and more efficient than ever. SCI-Web of Science, Scopus, Google Academic etc. are used to retrieve information about the citations of articles published in international journals. Aside from those international indexes many countries have started to create national or regional indexes. Among well known examples are SciELO created by the Latin American countries, Islamic World Science Citation Index formed by Muslim countries and the Chinese Citation Index. Although the need for a comprehensive National citation index has long been expressed, such a database has not been completely established yet in Turkey. Evaluation of the scientific publications in a National citation index is an important indicator of the scientific development in a country. A major obstacle to the evaluation of our present and future scientific output is the fact that a sufficient Turkish Citation Index (TCI) has not been established yet and online access to the journals is very low. To achieve this a national policy must be undertaken and all the effort must be conducted through a strategy. This study proposes solutions for the development of a TCI database and new infrastructures, projects and applications related to it. This study, being the first in this area in our country, is expected to make great contributions to the development of the TCI and to the development of future generation solutions.
