Study of technical and economic basis of the formation of new models of governance and regulation in the field of ICT

Abstract
Causality transformation of organizational and economic mechanism of development of telecommunications sphere are investigated in the article. It justifies the introduction of new concepts: «ICT» and «sphere of ICT services». Identified the stages of evolution of the concept of "telecommunications" to the concept of ICT based on an analysis of technical and technological, organizational and economic factors. Developed and described a new business model of the functioning of the ICT sector operators.
