SUBSTANTIATION OF THE DIRECTIONS OF STRUCTURAL REFORMS IN THE ECONOMY OF UKRAINE IN THE CONTEXT OF REALIZATION OF THE STATE REGIONAL AND BRANCH POLICY OF IMPORT SUBSTITUTION

Abstract
Purpose. The aim of this theme is to identify the priority areas of structural reforms in the Ukrainian economy that need to be implemented in the context of implementing the state policy of import substitution at the regional and sectoral level. Methodology of research. The provisions of theories of economic growth, modern concepts of the institutional economy, transitional economic systems were used as the methodological basis of the study. The solution of the tasks was carried out with the help of special and traditional methods of studying economic systems. Findings. The complex of structural problems of national importance, which strengthen the import dependence of the Ukrainian economy on the regional and branch level, is substantiated. The structural relations, which need to be changed in the system of state regulation of the import substitution area, are listed in the article. It is established that there are rather diverse interpretations of the essence and necessity of structural reforms in the state economy. The negative tendencies towards strengthening their import dependence are based on the regional peculiarities of the Ukrainian economy. It is allowed to present a list of priority directions of structural changes in the area of implementation of the state regional policy of import substitution. Structural preconditions and directions of realization of the state policy of import substitution by branches of the national economy are identified. It was revealed that the directions of structural reforms are mostly one-vector and concern resource support, technical and technological capabilities, cost and factors of production, consumer and quality characteristics of products for the industrial branches of the Ukrainian economy. Originality. The scientific novelty of the obtained results is to substantiate the applied recommendations on the priority directions of implementation of structural reforms in the system of state regulation of import substitution at the regional and branch level. Practical value. Recommendations in the choice of priority directions and targets of the structural reform of the national economy in the field of import substitution can be used in the work of the central and regional authorities, state industrial institutions, representatives of local self-government, etc.
