Abstract
The article substantiates the original model of a local government official in the form of an Euler-Venn diagram, the components of which are three basic sets: professional requirements for an official; personality characteristics of the candidate for the position; points of legal status of an official who, under the influence of factors of the legal field of local self-government, must be transformed into a single circle with a set of all agreed and harmonized characteristics of the person himself, as well as requirements, rights and duties, dictated by society through the legal field and status. It is demonstrated that the degree of correspondence of the characteristics of applicants for a post in local self-government bodies should be the presence of a particular person of the said complex of professional, personal and status characteristics, the absence or discrepancy of at least one of the proposed models is a reason for refusal to hire. The main conclusion of the article is the fact that the combination of the personality of the applicant to the position of all three basic sets characterizes its approach to the optimal model of an official of the local government, which is determined by the legal field of local self-government and that the integrated impact on the formation and improvement of the three harmonized components "legal status of an official "," Requirements for an official "," personal characteristics of an official "are carried out in the space of existing factors of local self-government.
