Abstract
Munika N. The current stage of decentralization in Ukraine: problems and goodwill. The article examines the current level of decentralization in Ukraine through the prism of achievements and accumulated problems. The legal framework and the main approaches regulating the process of decentralization in the country are determined. It is established that the most important problem of decentralization is the lack of a basic law "On the administrative-territorial system of Ukraine", which would prescribe the principles of state policy in this sphere, which would allow to resolve disputed issues. It has been determined that decentralization is a powerful instrument of state policy for balanced development of territorial communities. Key words: decentralization, state policy, balanced development, administrative structure, united territorial communities.
