СУТНІСТЬ ТА ФОРМУВАННЯ ВИРОБНИЧОГО ПОТЕНЦІАЛУ АГРАРНОГО СЕКТОРА ЕКОНОМІКИ УКРАЇНИ

Abstract
A.S. Momot. The essence and formation of production potential in agrarian sector of Ukrainian economy. The essence of production potential has been shown in the article. The questions concerning the formation and usage of production potential in agrarian sector of economy as one of the constituents of the society’s economic potential have been examined. The evolution of opinions as for understanding the essence of the notion “productive potential” in scientific theories and concepts that had been formed in different periods of development has been analyzed. The aim of the research is to generalize the theoretical approaches as for the definition of the essence of the notion “productive potential”, the regularities of production potential formation and to examine the composition of its structural elements. During the process of development and formation of market relations in Ukraine a great role is given to the problem of productive potential formation and usage in agrarian sector of Ukrainian economy. The production potential can be characterized as the maximum possible volume of production and service with effective and full usage of existing basic production assets, natural resources and human resources. Examining the production potential as economic category, we can affirm that it combines the indices of every resource as well as the resources potential possibilities and indicates the integral ability of an enterprise. A lot of objective and subjective factors, namely the state and constituents of the resources that are available at the enterprise, the potential ability to ensure stable functioning of productive system in the presence of various factors of external environment, the ability to adaptation, the degree of compliance of potential constituents with the tasks and goals of the enterprise, all these factors influence the potential functioning during the production process. Having reviewed the evolution of the scientific notion “production potential”, we saw that the definitions of a great number of scientists differ, but nevertheless summarizing various approaches and interpretations of this category, we came to the conclusion that industrial potential in agrarian sector should be understood as the possibility to organize the production under certain climatic and socio-economic conditions. This possibility depends upon the unity, relationship and balance of its managerial, technical, natural, biological, informational, financial and competitive elements.
