TECHNOLOGICAL NEUTRALITY AND PROHIBITION DISCRIMINATIONS AS KEY PRINCIPLES STATE REGULATION OF ELECTRONIC CONFIDENTIAL SERVICES: CONCEPTS AND SIGNS

Abstract
History of two principles of state regulation of electronic trust services, their correlation among themselves are considered in this article as well as: the purpose of these principles in regulation of informational legal relations; analysis of the structure of the principle of technological neutrality, as well as the structure of the principle of prohibition of discrimination as its component; formation of proposals on the application of these principles in national legislation and its improvement.
