TERRITORIAL RISK MANAGEMENT: USE OF GIS TOOLS

Abstract

Abstract. The purpose of the study is to overview the capabilities of GIS tools for risk reduction in Ukraine on different spatial levels and to analyze the implementation of these tools into risk management. Data & Methods. In research the pilot version of the GIS for the observation and analysis of the risks was created on the basis of AcrGIS Online service. For this purpose the official data of the State emergency service of Ukraine were collected. They include data concerning the biggest disasters during the last 10 years, information about potentially dangerous objects and different types of response forces in several model regions. Results. Such GIS was proposed for implementing as an element of the risk management in Ukraine and the effective platform aimed on risk reduction and rising of response capacity of the territories. Concrete tolls are proposed for different categories of consumers and different spatial levels – national, regional and local. Realized instruments could substantially contribute to analyses of the risks and sensitivity of the territories, implementing of the differentiated regional policy and adaptation strategies. In addition one of the key results of such GIS is a basis for interaction between authorities and citizens in order to mitigate the risks and contribute to rising response capacity of the territories. Therefore proposed GIS for risk management realize several important functions – observation, communication and analysis for more effective risk management.
