THE ABSOLUTE LEVEL OF CRIMINALITY IN UKRAINE AND THE REPUBLIC OF AZERBAIJAN: THE COMPARATIVE ANALYSIS

Abstract
In these article we made the comparative analyze of the absolute level of criminality in Ukraine and Azerbaijan Republic. In the first part of the article we made the theoretical investigation of the meaning of the absolute level of criminality. One of the characteristics, which is analyzed in the context of criminological characteristics, is the absolute level of criminality. Conducting the comparative analyze of some features on the different territories of investigation, gives us to keep in mind positive and negative experience of counteraction of criminality on these territories. Including these, for the most quality analyze, we think that it should choose territories, which have general individual features (typical jural systems, typical historical evolution, typical extent counteraction and so on). Detecting meaning of level of criminality, which is the absolute index of criminality, we understand the next positions: this index provides fixation of maximal account of the effect for some time on some territories; there are fixation of the effects, like criminality and a person of criminality. In the second part of investigation we made analyze of absolute levels of criminality in Ukraine and Azerbaijan Republic. In the result of this article we should underline that some characteristics of the absolute level of criminality in Ukraine and Azerbaijan Republic are simple. For example: at the beginning of 2005 and until 2016 years the absolute levels of register criminality in Ukraine and Azerbaijan Republic have raised; in the same period of investigation, the absolute levels of register offenders reduce; in all situations dynamic changes of the absolute level of criminality (criminality and offenders) in these countries had oscillation character; dynamic rise of the absolute level of criminality in Azerbaijan Republic bigger than in Ukraine in more than two times (38 % and 16 %); rate of reduce of people who made crimes for the period of investigation, in Ukraine bigger than in Azerbaijan Republic more than three times (20,7 % and 5,7 %). In the article, we made the conclusion that the absolute level of criminality is one of the main features of criminality and some its kinds; trends, which characterizes the absolute level of criminality in Ukraine and Azerbaijan Republic are simple.
