The component structure of formation of mechanisms of state regulation of social development of higher educational institutions with specific training conditions

Abstract
Problem setting. Studying of real practice of providing of the social help and support of workers in higher education institutions with specific training conditions shows that now only some measures concerning certain workers are implemented – there is a financial support in cases of serious vital problems, the temporary accommodation in hostels is allocated, treatment and rest of workers’ children are paid while there are no complete mechanisms in the given activity. Recent research and publication analysis. State regulation of development of higher educational institutions was investigated in many works of domestic and foreign scientists. However mechanisms of state regulation of social development of higher educational institutions with specific training conditions still remain insufficiently studied. Paper objective. The paper objective is creation of the component structure of formation of mechanisms of state regulation of social development of higher educational institutions with specific training conditions. Paper main body. The component structure of formation of mechanisms of state regulation of social development of higher educational institutions with specific training conditions is created in the article. In particular, the component structure of formation of mechanisms of state regulation of social development of higher educational institutions with specific conditions training is proved. The system model of state regulation of social development of higher educational institutions with specific training conditions is constructed. Conclusions of the research. 1. The component structure of formation of mechanisms of state regulation of social development of higher educational institutions with specific training conditions is proved. It is emphasized that this structure has to contain information, standard and legal, organizational and financial ensuring. The mechanisms created by means of the specified component structure provide social protection and support of both various categories of personnel, and educational staff of higher education institution with specific training conditions. The system model of state regulation of social development of higher educational institutions with specific training conditions is constructed. The given system model provides existence of the subject and object influence directed on the social needs, expectations, social status and social activity of workers of higher educational institutions with specific training conditions which change as a result of use of adequate mechanisms of state regulation.
