The concept of railway and urban transport integration in the Metropolitan Area of Tri-City and in the Pomeranian Voivodeship

Abstract
The author describes difficulties in the municipal and railway public transport integration in the context of a common ticket offer based on the example of the Metropolitan Area of the Tri-City (OMT), which core comprises Gdańsk, Gdynia, and Sopot (altogether the OMT consists of 30 municipalities) and of the entire Pomeranian Voivodeship. The implementation of such integration to a great extent is made difficult not only by particular interests of individual municipalities. In addition, the legislation in Poland is not favourable to the integration processes. Because the introduction of one ticket for a train, bus, tram, and trolleybus means losing by the railway carriers the reimbursement of the lost revenue from the State Budget, resulting from the honouring of entitlements to concession travels. Such costs would have to be covered by the local governments.
