THE CONCEPT «RESPONSIBILITY TO PROTECT» AS AN ALTERNATIVE METHOD OF «HUMANITARIAN INTERVENTION» IN THE INTERNATIONAL COMMUNITY

Abstract
The article is devoted to the sanctification of the problem of using the force in interstate relations, in particular, using the concept «humanitarian intervention» and its alternative method – the concept «responsibility to protect». The author analyzes the process of the emergence of the concept «responsibility to protect», compares the above-mentioned concepts and determines their influence on modern international law. The author also determines the further development and recognition of the doctrine «Responsibility to protect».
