The content of the constitutions of the countries of the near abroad

Abstract
The article examines the concept and elements of the content of the constitutions of neighboring countries. The featured content of the constitutions of the CIS countries include: 1) a set of legal, political and social properties of the constitutions of the countries of the near abroad; 2) they define their essence and social purpose; 3) characterize their special place in the legal system; 4) have a special procedure for the implementation of meaningful elements. Under the proposed contents of the constitutions of the CIS countries to consider the totality of their legal, political and social properties that define the essence and social purpose of the Basic Laws of neighboring countries, describing their special place in the legal system of the society, who have a special procedure for implementation. Discusses the position of the author regarding the content of the constitutions of neighboring countries. Content analysis of the constitutions of foreign countries enables the author to highlight the most characteristic elements of the content of the constitutions of neighboring countries, namely: a) legal status of man and citizen; b) the foundations of social and public order; C) the foundations of the constitutional control; d) fundamentals of international relations; r) framework local government and self-government. The author reveals the named elements of the content of the constitutions of neighboring countries. It is concluded that the rights, freedoms and duties of man and citizen and the guarantees thereof are secured in all the constitutions after the foundations of the constitutional order and content conform to international standards on human rights. All the basic laws of neighboring countries of the foundations of the constitutional system are fixed by the first section of the Constitution and regulate social relations in the economic, political, social and legal systems, their diversity, national and international character, the prospects for development. In the constitutions of the CIS countries considerable attention is paid to constitutional review. Distinguishing feature of the constitutions of the neighboring countries is the regulation of the foundations of international relations and the ratio of national and international law. Offers conclusions and recommendations.
