THE DIVERGENCE OF THE MONOPOLY OF VIOLENCE IN THE CONDITIONS OF THE GLOBAL TRANSFORMATIONS IN THE MILITARY SPHERE: THE PUBLIC ADMINISTRATIVE ASPECT

Abstract
The article considers to the definition and the scientific substantiation of the priority areas of the knowledge improvement and the methodology of thinking regarding the impact of the global trends on the national security and defense of Ukraine that can be used during the study of specialists in the field of knowledge “Pub1ic Administration”. The current challenges of the public administration in the field of military security and defense of Ukraine are analyzed and a ways of its modernization and optimization, in particular, regarding the education of the corps of the government official who will implement the Strategy of National Security of Ukraine are offered. It was collected from a scientific point of view the author’s view of the evolution of the phenomenon of private military companies. There are systematized and substantiated the content of such basic components of the knowledge in the field of national security as state, state administration in the field of national security, paramilitaries, and private military companies. It is proposed to strengthen the relevant components with knowledge about the formation and operation of the private military companies in the countries of the world.
