THE DYNAMICS OF FINANCIAL LEGAL RELATIONS IN THE IMPLEMENTATION OF PUBLIC LOANS

Abstract
The article pointed out that the financial legal relations borrowing mediate the implementation of the transactions by the State and territorial communities to obtain loans on terms of repayment, payment and urgency to finance the deficit of the corresponding budget. It was found that the financial legal relations of public loans arise at the stage of the public financial activities as the mobilization of funds to public funds. Such relations change and acquire new qualities within the said stage of public finance activities and differ from other types of financial relations.
